Establishes a long-acting reversible contraception (LARC) pilot program in Hillsborough, Palm Beach, and Pinellas Counties, administered by the Department of Health through contracts with family planning providers

Requires contracts to include provision of intrauterine devices and implants, provider training on LARC devices and counseling, technical assistance for billing and clinic management, and marketing/outreach efforts

Appropriates $75,000 in nonrecurring funds from the General Revenue Fund for fiscal year 2016-2017, to be distributed equally among the three participating counties

Mandates the Department of Health submit a report by January 1, 2018 to the Governor and Legislature assessing program effectiveness, including data on unintended pregnancy reduction, clients served, costs, and return on investment

Directs the department to seek federal grants and other funding sources to supplement state appropriations for the pilot program
