Expands the definition of "motor vehicle service agreement" to include contracts providing coverage for vehicle protection expenses, tire/wheel repair or replacement from road hazards, paintless dent removal, and replacement of lost or stolen motor vehicle keys or key fobs.

Defines "vehicle protection expenses" as preestablished flat amounts payable for vehicle loss or damage, including deductibles, rental expenses, replacement vehicle costs, and sales taxes, with $5,000 or less in flat payments not duplicating insurance benefits.

Clarifies that "additive products" (fuel supplements, oil supplements, and similar performance-enhancing products) exclude exterior or interior protective products applied to preserve vehicle appearance.

Defines "road hazard" as dangers encountered while operating a motor vehicle including potholes, rocks, debris, and curbs, but excluding collision, vandalism, or damage covered under comprehensive or collision insurance.

Effective date is July 1, 2016.
