Redefines "learning gains" for school grades to include maintaining achievement levels 3-5 or increasing such levels, effective beginning with the 2015-2016 school year.

Requires all school districts to receive a district grade of "I" or "Incomplete" for the 2014-2015 school year, with specified components calculated and reported.

Provides that schools receiving an "I" or "Incomplete" grade for the 2014-2015 school year are not subject to turnaround options, sanctions, or penalties.

Mandates the Department of Education conduct a comprehensive review of the school accountability system including system alignment, district testing capacity, grade component timelines, and teacher pay-for-performance impacts, with a report due to the Governor and Legislature by December 1, 2016.

Removes the scheduled July 1, 2017 repeal of transitional accountability provisions and links 2014-2015 grade 3 English Language Arts performance to 2013-2014 expectations pending independent verification of assessment validity.
