• Exempts qualified law enforcement officers and qualified retired law enforcement officers with a firearms proficiency verification card (authorized by s. 943.132) from the mandatory 3-day waiting period for handgun purchases and delivery.

• Maintains the existing 3-day waiting period exemption for concealed weapon permit holders and trade-ins of another handgun.

• Changes statutory language from "shall not apply" to "does not apply" in describing waiting period exceptions.

• Corrects "concealed weapons permit" to "concealed weapon permit" in statute reference.

• Effective date is contingent upon voter approval of a related constitutional amendment in the November 2016 general election or an earlier authorized special election.
