Proposes constitutional amendments to Article I, Section 8 and Article VIII, Section 5 to exempt qualified law enforcement officers and qualified retired law enforcement officers from firearm purchase waiting periods.

Modifies the 3-day waiting period requirement for handgun purchases at retail to exclude concealed weapon permit holders, qualified law enforcement officers, and qualified retired law enforcement officers.

Changes county authority regarding firearms sales from "shall have the authority to require" to "may require" a criminal history records check and 3 to 5-day waiting period for firearm sales within the county.

Exempts qualified law enforcement officers and qualified retired law enforcement officers from the county-level waiting period restrictions on firearm purchases, similar to the exemption for concealed weapon permit holders.

Requires submission of the amendments to Florida voters at the next general election or an earlier special election for approval or rejection.
