Prohibits substance abuse treatment providers and recovery residence operators from engaging in unethical marketing practices, including false or misleading statements, deceptive website coding, and patient brokering arrangements.

Requires substance abuse lead generators operating call centers to disclose the treatment programs they represent and provide callers with clear instructions to access the department's list of licensed treatment agencies.

Prohibits partial hospitalization and outpatient substance abuse treatment programs from offering free or reduced rent at recovery residences or making direct/indirect housing payments to induce patient selection.

Expands the Florida Deceptive and Unfair Trade Practices Act to protect persons with diagnosable substance abuse disorders and other disabling conditions, allowing civil penalties up to $15,000 per violation.

Adds recovery residences to patient brokering prohibitions under s. 817.505, with exemption for referrals between recovery residences, and establishes a right to safe living environments free from drugs, alcohol, harassment, and abuse for individuals in residential treatment or recovery residences.
