Creates the "Student Online Personal Information Protection Act" to regulate operators of websites, online services, and applications designed and marketed for K-12 school purposes

Prohibits operators from displaying targeted advertising to students, building student profiles for non-educational purposes, selling covered information, or disclosing student data except under specified circumstances

Defines "covered information" broadly to include personally identifiable data such as names, addresses, education records, test results, biometric information, social security numbers, medical records, and geolocation information

Requires operators to implement reasonable security procedures to protect student information and delete covered data upon request from a school or school district

Permits operators to use de-identified data for product improvement and marketing, share aggregated data for educational development, and use student data for adaptive or customized learning purposes
