Authorizes local governments to designate public buildings (such as sheriff's offices or courthouses) as "safe-haven facilities" where people can meet to conduct sales transactions from classified advertisement websites like Craigslist

Sets minimum numbers of safe-haven facilities based on county population: one facility for counties under 250,000 residents, two for counties with 250,000-800,000 residents, and four for counties with 800,000 or more residents

Requires safe-haven facilities to be easily accessible to encourage public use

Shields local governments, their officers, employees, and agents from liability for overseeing transactions or for actions of parties involved in sales at these facilities

Prohibits legal claims against the state or local government for incidents occurring during sales transactions at safe-haven facilities involving private individuals
