Requires a minimum of 25 percent or $145 million annually from the Land Acquisition Trust Fund be appropriated for Everglades restoration projects implementing the Comprehensive Everglades Restoration Plan and related programs.

Mandates $32 million distributed annually through fiscal year 2023-2024 to the South Florida Water Management District for the Long-Term Plan, with an additional minimum of 76.5 percent or $100 million through fiscal year 2025-2026 for Comprehensive Everglades Restoration Plan planning and construction, prioritizing projects that reduce harmful discharges to the St. Lucie and Caloosahatchee estuaries.

Requires a minimum of 7.6 percent or $50 million annually for spring restoration, protection, and management projects.

Appropriates $5 million annually each to the St. Johns River Water Management District for Lake Apopka restoration and the Southwest Florida Water Management District for Kings Bay or Crystal River restoration.

Eliminates an obsolete provision regarding debt service on bonds issued before February 1, 2009, with an effective date of July 1, 2016.
