Establishes an alternative pathway to a standard high school diploma for students beginning in the 2015-2016 school year who have not passed the grade 10 ELA assessment or Algebra I EOC assessment.

Requires students to complete minimum course credits, obtain industry certifications or occupational completion points, and provide a portfolio demonstrating mastery of academic standards to earn a diploma through the alternative pathway.

Mandates each school district establish an Alternative Pathway to Graduation Review Committee composed of the principal, guidance counselor, relevant teachers, and the student's parent/guardian to develop and approve an individualized graduation plan.

Allows district school boards to waive assessment results and administer grade 10 ELA or Algebra I EOC assessments by hard copy if the review committee determines online administration would significantly impair the student's ability to perform.

Makes the principal's final decision on a student's completion of alternative pathway requirements non-appealable by the student or parent/guardian, with parent/guardian approval required for any assessment waivers.
