Eliminates the death penalty as a punishment option for capital felonies in Florida, replacing it with mandatory life imprisonment without parole eligibility.

Repeals all statutes governing capital punishment procedures, including sections on death warrants, execution methods, jury procedures in capital cases, and mental retardation prohibitions.

Removes the requirement for sentencing hearings under section 921.141 to determine whether death or life imprisonment should be imposed.

Deletes provisions allowing capital collateral representation and postconviction appeals specifically for death penalty cases.

Takes effect July 1, 2016.
