Adds Mitragynine and 7-Hydroxymitragynine (active compounds in Kratom) to Schedule I of controlled substances, with an exception for any FDA-approved drug products containing these compounds.

Creates a first-degree misdemeanor penalty for selling, delivering, or possessing with intent to sell/deliver these substances to anyone under 18 years of age.

Includes isomers, esters, ethers, salts, and related chemical variants of Mitragynine and 7-Hydroxymitragynine in the scheduling.

Reenacts multiple existing statutes to incorporate the new Schedule I substances into references used throughout Florida's drug enforcement laws, criminal code, and sentencing guidelines.

Effective date: October 1, 2016.
