Creates the Pay-for-Success Contract Program allowing state agencies to enter into contracts with private nonprofit 501(c)(3) organizations to fund programs addressing critical public problems with historically poor outcomes

Private entities must secure upfront capital from private funders (foundations, banks, businesses) to fund services, with the state only paying "success payments" if specified performance outcome measures are achieved

Requires state agencies to select an independent, nationally recognized evaluator through a request for proposals process to annually assess whether performance outcomes have been met

Contracts must be authorized in the General Appropriations Act, may span multiple fiscal years, and must prohibit private entities from receiving or viewing personally identifiable participant information

Department of Management Services must establish procedures for pay-for-success contracts by December 1, 2016; funding obtained under this program is exempt from standard procurement requirements
