Establishes a nine-member Water and Wastewater Utilities Relocation Study Committee to review coordination and funding needs for relocating water, sewer, and public utility facilities required by road and bridge construction projects.

Committee must submit findings and recommendations to the Governor, Senate President, and House Speaker by December 15, 2016, at which time it expires; members serve without compensation.

Transfers exclusive authority to review water management district rules from the Florida Land and Water Adjudicatory Commission to the Department of Environmental Protection, with affected persons able to request hearings before the department secretary within 30 days of rule adoption.

Removes references to review by the Land and Water Adjudicatory Commission from sections 373.217, 373.2295, and 373.4275 to conform with the shift of rule review authority to the Department of Environmental Protection.

Repeals section 373.245 relating to supplemental damages for consumptive use permit violations, with retroactive application to civil actions that have not commenced trial as of the act's effective date.
