Urges Congress to review eligibility criteria for the Department of Defense Excess Property Program (1033 program), which has transferred $5.1 billion in military hardware to approximately 8,000 local law enforcement agencies since 1990.

Requests that Congress adopt reforms to exclude law enforcement agencies with pending cases before the U.S. Department of Justice involving racial profiling or police brutality from participation in the 1033 program.

Acknowledges the program's value in equipping smaller police departments that lack resources available to larger agencies, while recognizing concerns about militarization in communities with strained police-community relations.

Directs copies of the memorial be sent to the President of the United States, President of the Senate, Speaker of the House, and all members of the Florida congressional delegation.
