Creates the Community Yard Trash Safe Burn Program within the Florida Forest Service to allow homeowners' associations to establish designated community burn locations for residential yard waste disposal.

Requires homeowners' associations to obtain a permit from the Florida Forest Service, develop an approved community burn plan, and comply with local ordinances before conducting community burns.

Mandates that community burn plans include site maps, qualifications for burn managers, wildfire and smoke management procedures, and enforcement provisions to ensure resident compliance.

Authorizes homeowners' associations to enforce compliance through fines, suspension of use rights, and other remedies allowed by law, with the service able to suspend or revoke permits if associations fail to reasonably oversee plan compliance.

Requires the Department of Agriculture and Consumer Services to adopt implementing rules by July 1, 2017, with a minimum standard that communities must ban individual residents from burning yard trash outside designated community burn locations.
