Amends section 373.4135, Florida Statutes to create an exception allowing governmental entities to use previously purchased conservation land for mitigation related to construction aggregate mining activities.

Adds mining of construction aggregate materials (as defined in section 337.0261) to the list of activities exempt from restrictions on governmental use of land for mitigation purposes.

Authorizes mitigation for construction aggregate mining impacts to include the removal and management of exotic plant species on governmental lands.

Takes effect July 1, 2016.
