Establishes a 4-year Reigniting Education Achievement with Coordinated Help (REACH) Program beginning in the 2016-2017 school year in 3-5 of Florida's lowest-performing public schools with high percentages of low-income, at-risk students.

Implements the program as a public-private partnership providing wrap-around services including tutoring, after-school programs, student counseling, nutrition education, health and dental services, parental counseling, and adult education.

Limits initial program funding to $900,000 per year unless increased by legislative action, with schools submitting letters of interest by July 15, 2016.

Requires participating schools to build partnerships with school districts, teachers' unions, social service agencies, medical professionals, community groups, and businesses while establishing baseline data and monitoring academic, health, and nutritional progress.

Mandates the Department of Education submit a report to the President of the Senate and Speaker of the House at program conclusion with findings on successful practices, student performance impacts, and a recommendation to continue or terminate the program.
