Expands the definition of who must be licensed as a public adjuster to include any contractor, subcontractor, or entity performing emergency remediation or restoration services on insured property.

Prohibits offering, delivering, or accepting compensation or inducements exceeding $25 for referrals of repair, mitigation, or restoration services for property covered by insurance proceeds.

Requires entities providing emergency remediation or restoration services to provide insureds with a scope of services and materials before executing repair agreements, and to notify insureds in writing that assignments are limited to the stated scope of work.

Authorizes the Department of Financial Services to seek cease and desist orders and impose administrative fines up to $10,000 per violation for violations of the new provisions, enforceable in circuit court.

Prohibits assignees of insurance benefit payments from collecting from or suing policyholders for services and materials covered by insurance, except for deductibles or policyholder-ordered upgrades not covered by the policy.
