Expands prescription drug program to allow advanced registered nurse practitioners (ARNPs) and physician assistants to prescribe brand name drugs when medically necessary, matching physician authority.

Exempts controlled substances prescribed by ARNPs or physician assistants from disqualifications for pilot and state pilot certification or licensure.

Requires healthcare professionals to complete continuing education on human trafficking (in addition to existing domestic violence training) as condition of relicensure, effective July 1, 2016.

Establishes formulary restrictions on controlled substance prescribing by ARNPs and physician assistants, including limiting Schedule II drugs to 7-day supplies and restricting psychiatric medications for minors under 18 years old.

Implements mandatory administrative penalties (minimum 6-month suspension and $10,000 fine per count) for improper controlled substance prescribing by physicians or ARNPs, with increased penalties for repeated violations.
