Transfers responsibility for establishing state senatorial, state representative, and congressional district boundaries from the Legislature to an independent commission.

Establishes commission membership requirements including registered electors with five-year political party stability, voting in the previous two statewide elections, and prohibitions on government service, political party employment, and lobbying during the five years before and during service.

Creates a selection process where the Auditor General randomly selects a candidate pool with two-thirds from major political parties and one-third from minor parties and unaffiliated voters, then legislative leaders eliminate candidates until at least twice the commission size remains before final random selection.

Requires the independent commission to file redistricting plans establishing 30-40 senatorial districts, 80-120 representative districts, and the federally-allocated number of congressional districts before adjournment sine die of the regular legislative session in the second year following each decennial census.

Applies to any remedial redistricting from the 2010 census and all redistricting for the 2020 census and thereafter, subject to voter approval.
