Designates specific waterways in Broward County (Middle River) and Miami-Dade County (Sunset Lake and sections of Biscayne Bay between several islands) as anchoring limitation areas where overnight vessel anchoring is prohibited from one-half hour after sunset to one-half hour before sunrise

Allows exceptions for vessels experiencing mechanical failure (up to 3 business days), dangerous weather conditions including hurricanes and tropical storms, and during special events such as fireworks displays or public performances (up to 3 days)

Exempts government vessels used for law enforcement, firefighting, military, or rescue purposes, as well as construction/dredging vessels, commercial fishing vessels, and recreational fishing vessels actively using fishing gear

Authorizes law enforcement to remove and impound vessels for up to 48 hours if operators anchor again within 12 hours of receiving a citation or refuse to leave after being directed to do so

Establishes civil penalties of up to $50 for first offense, $100 for second offense, and $250 for third or subsequent offenses, plus removal and storage fees for impounded vessels
