Redirects motor vehicle certificate of title fees exceeding $200 million annually from the General Revenue Fund to the State Transportation Trust Fund for freight mobility and trade projects identified in the Freight Mobility and Trade Plan or for navigational channel deepening/maintenance projects approved by the U.S. Army Corps of Engineers

Reallocates portions of heavy truck and truck tractor license fees (ranging from $15.75 for vehicles 5,001-6,000 lbs to $343 for vehicles 72,000+ lbs) from the General Revenue Fund to freight mobility and navigational channel projects

Redirects fees from semitrailers, school buses, wreckers, hearses, ambulances, and special purpose vehicles to fund freight and navigational infrastructure instead of depositing into General Revenue

Shifts portions of private trailer fees ($1.75 flat for trailers under 500 lbs, 25 cents per cwt for heavier trailers) and for-hire trailer fees to freight mobility projects
