Establishes a $25 annual use fee for the new Go Boating specialty license plate to be developed by the Department of Highway Safety and Motor Vehicles.

Directs the plate to display "Florida" at the top and "Go Boating" at the bottom with colors and design approved by the department.

Distributes Go Boating license plate fee revenues to Eckerd College to fund the Eckerd College Search and Rescue Team, which provides 24-hour boating assistance in the Tampa Bay area.

Allows up to 10 percent of Go Boating plate revenues for promotion and marketing of the license plate, with remaining funds used for boats, equipment, and operational expenses.

Revises the Conserve Wildlife license plate use to specifically fund Florida black bear conservation programs and bear-resistant residential garbage containers instead of general wildlife diversity.
