Creates an exemption from public records disclosure for all pleadings, orders, related records, and personal identifying information on dockets in mental health proceedings under part I of chapter 394, F.S.

Allows the clerk of court to disclose confidential records upon request to specified persons including the petitioner, respondent, their attorneys, treating practitioners, health care surrogates, and those with a court order finding good cause.

Requires that persons, agencies, or entities receiving the confidential information maintain it as confidential and exempt from public records requirements.

Applies the exemption retroactively to all existing mental health court records.

Cites public necessity to protect privacy and prevent harm to individuals with mental illness, and to encourage individuals to seek mental health treatment without fear of public disclosure.
