Consolidates and reorganizes Fish and Wildlife Conservation Commission (FWCC) penalties into a tiered violation system (Level One through Level Four) in section 379.401, replacing scattered penalty provisions throughout the chapter.

Reclassifies violation severity: Level One violations are noncriminal infractions with civil penalties of $50-$250; Level Two violations are second-degree misdemeanors; Level Three violations are first-degree misdemeanors; Level Four violations are third-degree felonies.

Adds new penalty provision for persons committing fish and wildlife violations while trespassing (chapter 810), requiring a $500 fine per violation with proceeds deposited to the State Game Trust Fund.

Modifies specific regulations including spearfishing exceptions by commission rule, marine turtle protections, tarpon tag provisions, stone crab trap requirements, and alligator harvesting rules, with penalties referenced to the new tiered system.

Repeals section 379.403 and amends section 379.33 to eliminate duplicate general penalty provisions, streamlining enforcement by directing violations to applicable tier levels in section 379.401.
