Creates Part XVII of Chapter 468, Florida Statutes, establishing licensure and regulation of diabetes educators under the Dietetics and Nutrition Practice Council, supervised by the Board of Medicine.

Requires persons engaging in diabetes education or diabetes self-management education and training (DSME/T) for compensation to obtain a license as a Licensed Diabetes Educator (LDE), with exemptions for other licensed health care professionals and federal employees.

Sets licensure requirements allowing applicants to qualify by passing the NCBDE certification exam, obtaining BC-ADM designation, or completing 250 hours of supervised experience with at least 40 percent earned in the preceding 12 months and passing the NCBDE exam.

Establishes fees capped at: $100 application, $100 initial licensure, $50 biennial renewal, $350 licensure by endorsement, $100 temporary permit, and $50 inactive license reactivation.

Requires 30 hours of continuing education during each 2-year license period for renewal and establishes prohibited practices and grounds for disciplinary action, with violations constituting a first-degree misdemeanor.
