FL S1290

Renames the "Land Conservation Act of 1972" as the "Land Conservation Program" and consolidates land acquisition procedures under s. 253.025, repealing most of s. 259.041 relating to state land acquisition for preservation, conservation, and recreation purposes

Requires the Department of Environmental Protection to create a statewide inventory of conservation lands by July 1, 2018, including federal, state, county, and municipal conservation lands in the FL-SOLARIS database, with updates every 5 years

Establishes new procedures for surplus state lands under s. 253.0341, requiring Acquisition and Restoration Council review for conservation lands before disposal, with proceeds deposited into Florida Forever Trust Fund (pre-July 2015 purchases) or Land Acquisition Trust Fund (post-July 2015 purchases)

Creates s. 253.0251 authorizing alternatives to fee simple acquisition including conservation easements, development rights purchases, and timber/mineral rights purchases to maximize conservation funding and reduce management costs

Appropriates $396,040 in recurring funds and $1,370,528 in nonrecurring funds from the General Revenue Fund to DEP, with four FTE positions, to implement the land management and inventory provisions
