Establishes protection zones for Florida springs restricting vessel speed and operation to prevent harm to water quality, quantity, hydrology, wetlands, and aquatic species.

Directs the Fish and Wildlife Conservation Commission to develop protection zones in consultation with water management districts and local county and municipal governments, and coordinate with federal agencies if zones include navigable waters.

Creates penalties for violations: first offense up to $50, second offense up to $250, and third or subsequent offenses as misdemeanors of the second degree.

Exempts law enforcement, firefighting, rescue personnel, and emergency vessel operations from protection zone restrictions.

Assigns the commission responsibility for posting and maintaining regulatory markers identifying protection zones and requires adoption of implementation rules.
