CS for SB 1316 - Nurse Licensure Compact

• Enacts the Nurse Licensure Compact, allowing registered nurses (RNs) and licensed practical nurses (LPNs) to hold a multistate license that authorizes practice across all party states without obtaining separate licenses in each state.

• Establishes the Interstate Commission of Nurse Licensure Compact Administrators to oversee the compact, develop rules, manage a coordinated licensure information system, and coordinate enforcement among party states.

• Requires party states to conduct criminal history background checks for multistate license applicants and share investigative information and adverse actions through a coordinated licensure information system accessible to all party state licensing boards.

• Specifies that nurses holding multistate licenses must comply with the practice laws of the state where the patient is located and allows any party state to take adverse action against a nurse's multistate licensure privilege while notifying the nurse's home state.

• Becomes effective on December 31, 2018, or upon legislative enactment by 26 states, whichever occurs first; applies to Florida's Board of Nursing and Department of Health reporting requirements for investigations and impaired practitioner participation.
