Authorizes the Board of Trustees of the Internal Improvement Trust Fund to permit dredges or mechanical harvesting devices on sovereign submerged land leases if best management practices are adopted and no adverse impact to public health, safety, or natural resources occurs

Limits mechanical harvesting to one dredge or device per lease and prohibits possession of such devices on state waters from 5 p.m. until sunrise

Establishes that violations of mechanical harvesting provisions result in revocation of all leases held by the violator and denial of future sovereign submerged land use

Transfers authority for establishing shellfish relay and transplanting amounts from the Department of Agriculture and Consumer Services to the Fish and Wildlife Conservation Commission

Removes provisions allowing dredging of dead shell deposits and eliminates specific Apalachicola Bay harvesting season regulations previously set by the Fish and Wildlife Conservation Commission
