Establishes new cost-sharing formula for juvenile detention between counties and the state, requiring non-fiscally constrained counties to pay a percentage share of detention costs based on their proportional detention days.

For 2016-2017 fiscal year, non-fiscally constrained counties must pay their annual percentage share of $42.5 million in 12 equal monthly payments starting July 1, 2016.

For 2017-2018 fiscal year and thereafter, non-fiscally constrained counties must pay 50 percent of total shared detention costs, calculated by their detention day percentage and paid in 12 equal monthly installments beginning August 1.

State pays all detention costs for juveniles in fiscally constrained counties, out-of-state residents, and those housed in state detention centers from counties providing their own detention facilities.

Appropriates $7.3 million in recurring funds and $3.5 million in nonrecurring funds to the Department of Juvenile Justice for fiscal year 2016-2017 to implement the new cost-sharing requirements.
