Directs the Department of Highway Safety and Motor Vehicles to develop an "I Stand With Israel" specialty license plate with an annual use fee of $25.

Requires the plate to display "Florida" at the top and "I Stand With Israel" at the bottom in colors and design approved by the department.

Distributes annual use fees to a specified organization, which retains all proceeds until startup costs are recovered, then may use up to 10 percent for marketing and promotion and up to 10 percent for administrative costs.

Directs remaining proceeds to support the Israeli Youth Program for sending Florida university students ages 18-26 of all religions and program chaperones to Israel.

Effective date: October 1, 2016.
