Defines "ticket" as a license issued by an entertainment venue operator for admission at a specified date and time, subject to operator terms and conditions.

Prohibits entertainment venue operators and their agents from restricting the resale of subscription or season tickets as a condition of purchase or to retain future purchasing rights.

Requires venues using paperless ticketing systems to either allow consumers to transfer tickets at any price and time without additional fees, or offer an alternative transferrable ticket format (such as paper or electronic tickets) at the same price.

Allows operators to restrict resale of promotional, discounted, or free tickets offered to specific groups (persons with disabilities, students, religious organizations, etc.) if clearly marked, and permits revocation of tickets for policy violations, fraud, or safety concerns.

Prohibits operators from selling or conveying tickets to secondary ticket resellers that are owned or controlled by the operator or their agent.
