Requires return mailing envelopes included with absentee ballots and special absentee ballots for first-time voters to have prepaid postage.

Requires return mailing envelopes used in mail ballot elections to include prepaid return postage.

Mandates the state reimburse supervisors of elections for expenses incurred through prepayment of return postage on these envelopes.

Requires the Department of State to verify prepaid postage expenses and authorize reimbursement payments to supervisors.

Removes language from voter instructions requiring voters to ensure sufficient postage when mailing ballots, since postage will be prepaid.

Effective date: July 1, 2016.
