Exempts trade secret information in annual recycling reports submitted by private businesses to counties from public records requirements under section 119.07(1) and Article I, Section 24(a) of the Florida Constitution.

Defines trade secrets according to section 812.081, Florida Statutes, and applies the exemption to private businesses other than certified recovered materials dealers reporting on recycled materials including paper, metals, glass, plastics, textiles, rubber, and mulch.

Makes private business recycling reports voluntary rather than mandatory, removing the requirement that businesses report recycling rates.

Establishes the exemption as subject to the Open Government Sunset Review Act with an automatic repeal date of October 2, 2021, unless the Legislature reenacts it.

Provides that municipalities with populations fewer than 2,500 and per capita taxable value less than $48,000, and those with per capita taxable value less than $30,000, are exempt from recycling reporting requirements.
