CS for SB 1360 - Student Assessments

• Creates new section 1008.223 authorizing school districts to implement rigorous alternative assessments (ACT Aspire, ACT, PSAT/NMSQT, SAT) beginning 2016-2017 school year to replace statewide standardized assessments for students meeting specified score thresholds.

• Establishes performance-based student outcome worksheets with specific score requirements for ACT, SAT, industry certifications, AP exams, CLEP/DSST, and dual enrollment courses to exempt students from EOC assessments or earn high school credit without course enrollment.

• Requires district school boards to notify parents by August 1 annually of rigorous alternative assessment options; parents may select statewide assessments by August 10 each year for their child.

• Mandates Department of Education renegotiate Florida Standards Assessment contract to fund alternative assessments without increasing appropriations, and execute contracts with ACT Inc. and College Board by May 27, 2016.

• Amends graduation requirements to allow students passing rigorous alternative assessments to meet subject area, course, credit, and diploma requirements; permits charter schools independent selection of assessment options regardless of district sponsor choice.
