Creates a public records exemption for personal information (photographs, Social Security numbers, driver license numbers, names, dates of birth, addresses, phone numbers, email addresses, and medical/disability information) submitted to the Fish and Wildlife Conservation Commission for recreational fishing, hunting, and boating licenses, permits, and certifications

Allows disclosure of protected personal information to courts and law enforcement agencies, for use in legal proceedings, with written consent from the individual, or for commercial entities to verify information accuracy and prevent fraud

Prohibits commercial entities from bulk selling or publicly displaying residential addresses, birth dates, or phone numbers of license holders

Applies retroactively to personal information held by the commission prior to the bill's effective date of July 1, 2016

Subject to automatic repeal on October 2, 2021, unless reenacted by the Legislature under the Open Government Sunset Review Act
