Expands the public records exemption for criminal intelligence and investigative information to include photographs, videotapes, or images of victims of sexual offenses, including offenses under former s. 827.071, s. 847.003, and s. 847.0137.

Removes chapter 827 (child abuse) from the list of offenses whose victim identity is automatically protected, instead explicitly protecting victims of human trafficking and specific sexual offenses.

Establishes that photographs, videotapes, or images depicting victims' bodies are confidential and exempt from public records disclosure regardless of whether they identify the victim.

Extends the sunset review date for the exemption from October 2, 2020 to October 2, 2021, requiring legislative reenactment to maintain the exemption.

Adds a public necessity statement finding that such sensitive materials depicting victims in graphic fashion could cause trauma, humiliation, or emotional injury if publicized, justifying the confidentiality protections.
