Authorizes the Agency for Health Care Administration to certify that a Medicaid provider is out of business and that overpayments cannot be collected under state law and procedures, in accordance with federal regulations (42 C.F.R. s. 433.318(d)).

Removes the requirement that home health services verification use voice biometrics specifically, replacing it with a requirement to use technology that is effective for identifying delivery of home health services and deterring fraudulent or abusive billing.

Reenacts subsection (4) of s. 409.8132, Florida Statutes, to incorporate the amendment made to s. 409.908 regarding provider overpayment certification.

Takes effect July 1, 2016.
