Establishes the Teacher Certification Reimbursement and Loan Repayment Program administered by the Department of Education to retain qualified teachers in public schools.

Teachers are eligible if they teach 3 years with a temporary certificate, earn a professional certificate, and then teach an additional 2 years in public schools.

Department may reimburse eligible teachers or make loan payments for tuition, fees, and books from state universities, Florida College System institutions, or Florida Educator Preparation Institute programs.

Department may recover administrative costs from funds appropriated for the program, and the State Board of Education may adopt necessary rules.

Effective date: July 1, 2016.
