Updates the baseline year for calculating annual Consumer Price Index adjustments on burial insurance policy limits from 2003 to 2016

Allows funeral directors, direct disposers, and funeral establishment employees with proper licensing to sell life insurance policies for prearranged funeral services up to the new $21,000 limit plus CPI adjustments
