Establishes the Seaport Security Advisory Committee and Seaport Security Grant Program to assist Florida seaports in implementing security measures, with grants capped at 75 percent of total costs.

Defines "driver-assistive truck platooning technology" and authorizes the Department of Transportation to study and conduct a pilot project testing this technology, with manufacturers required to provide $5 million in insurance or bonding.

Creates "Chloe's Law" requiring roadside barriers to shield water bodies contiguous with state roads by June 30, 2018, at locations where drowning deaths resulted from vehicle accidents between July 1, 2006, and July 1, 2016.

Revises autonomous vehicle regulations by allowing licensed drivers to operate autonomous vehicles in autonomous mode and permits video displays in vehicles equipped with autonomous technology or driver-assistive truck platooning technology.

Transfers the Pinellas Bayway System to the Florida Turnpike Enterprise, increases airport lease terms from 30 to 50 years, raises the population threshold for "small county" status from 150,000 to 170,000, and authorizes infrastructure bank loans for natural gas fuel production and distribution facilities at seaports.
