Requires the Higher Education Coordinating Council to review unresolved complaints from the Commission for Independent Education regarding nonpublic postsecondary institutions and make final determinations with written notice to all parties.

Mandates private postsecondary institutions provide prospective and enrolled students with separate documents containing estimated salaries, employment rates, licensing requirements and passage rates, average student debt, program enrollment and completion numbers, and a statement that credits may not transfer without a formal agreement.

Establishes a complaint process requiring individuals to first attempt resolution directly with institutions through their established procedures before filing written complaints with the commission, with appeals available to the Higher Education Coordinating Council.

Requires institutions to submit detailed institutional closing plans at least 30 days before closure, including program information, student and faculty notification plans, student completion plans, and comparable programs in the area; prohibits admitting new students after plan submission.

Within 6 months of an institution's closure, the commission must report to the Legislature on reasons for closure, student outcomes including credit transferability, and Student Protection Fund disbursements.

Prevents licensed institutions with unpaid Student Protection Fund assessment fees from enrolling additional students and authorizes the commission to charge late fees for unpaid assessments.
