Establishes the Water Oversight and Planning Board as a 15-member statewide body to oversee water supply planning, water quality, flood protection, and natural systems restoration.

Board membership includes Governor appointees, state agency representatives, environmental and business organization representatives, legislators, and water management district representatives.

Board shall meet at least quarterly in different state locations, with members serving 4-year terms and receiving reimbursement for per diem and travel expenses.

Board shall develop 5, 10, and 20-year water forecasting plans; inventory water sources; promote water conservation and reclaimed water reuse; and review impacts of dredging, underground activities, and coastal management.

Board must submit annual long-range plans to the Department of Environmental Protection, water management districts, Governor, and Legislature, with findings and recommendations submitted biennially beginning September 1, 2017.
