Makes ORSA (own-risk and solvency assessment) summary reports, substantially similar ORSA reports, and supporting documents submitted to the Office of Insurance Regulation confidential and exempt from public records requirements

Exempts corporate governance annual disclosures and supporting documents submitted by insurers to the Office of Insurance Regulation from public disclosure

Allows the Office of Insurance Regulation to share confidential information with the Actuarial Board for Counseling and Discipline (changed from American Academy of Actuaries) for professional disciplinary proceedings

Extends the sunset review date for these public records exemptions from October 2, 2019 to October 2, 2021

Contingent effective date tied to passage of SB 1422 or similar legislation in the same legislative session
