Creates a new categorical funding allocation in the Florida Education Finance Program for supplemental academic instruction that includes a base amount with workload adjustments and additional funds for districts serving the 300 lowest-performing elementary schools.

Requires the categorical funding to be recalculated once during the fiscal year after the updated designation of lowest-performing schools using October FTE survey data, with proration if total allocation exceeds appropriated amounts.

Changes exceptional student education centers from mandatory exclusion to optional exclusion from the 300 lowest-performing schools designation.
