Proposes statewide election of the Secretary of State beginning with 2018 primary and general elections, rather than appointment by the Governor.

Adds Secretary of State as a fourth member of the Florida Cabinet alongside the Attorney General, Chief Financial Officer, and Commissioner of Agriculture.

Changes the threshold for determining gubernatorial incapacity from three to four cabinet members required to file a written suggestion with the Florida Supreme Court.

Includes Secretary of State in the composition of the State Board of Administration, trustees of the internal improvement trust fund and land acquisition trust fund, and agency head of the Department of Law Enforcement.

Effective January 8, 2019, with the legislature required to enact implementing legislation to conform Florida Statutes to the cabinet reorganization by that date.
