Establishes a chief data officer position within the Agency for State Technology, appointed by the executive director

Authorizes the Agency for State Technology to oversee the transition of state-issued licenses and identification cards to optional digital versions for a $5 fee, requiring development of standards and a central digital platform

Grants the agency full access to identity data, license data, and identification card data held by any state agency, commission, or department unless prohibited by federal law

Requires the Department of Highway Safety and Motor Vehicles, in coordination with the agency, to implement a digital proof of driver license pilot program by July 1, 2017, limited to elected state officials and state employee volunteers

Appropriates $500,000 in nonrecurring funds from the General Revenue Fund to the Department of Highway Safety and Motor Vehicles for implementing the pilot program, with a report due to the Governor and Legislature by March 1, 2018
