Expands substitute service of process to include virtual offices and executive office/mini suites when these are the only discoverable addresses for the person being served, in addition to private mailboxes

Defines "virtual office" as an office providing communications services (telephone, fax) and address services without dedicated office space, with communications routed through a common receptionist

Defines "executive office or mini suite" as an office providing communications services, dedicated office space, and supportive services with communications routed through a common receptionist

Orders, penalties, or fines issued by agencies of other states are not enforceable against Florida-incorporated persons or entities if that other state does not provide a mandatory right of judicial review of agency decisions
